Un Foreign Office "anachronique" et "élitiste" : le ministère des Affaires étrangères britannique vivement critiqué au Royaume-Uni

La diplomatie britannique est-elle complètement ‘has been’ ? Un rapport rédigé par plusieurs hauts diplomates du Royaume-Uni l’affirme. Selon les auteurs de ce texte, le Foreign Office, le ministère des Affaires étrangères, garde de vieilles habitudes désormais obsolètes et ne comprend pas l’époque actuelle. Ce rapport d’une dizaine de pages a été publié dimanche 7 avril sur le site de l’université UCL (University college of London).

Selon des experts des affaires internationales, d’anciens conseillers ministériels, directeurs de cabinets ou ambassadeurs, le Royaume-Uni devrait “avoir davantage l’esprit d’équipe, faire preuve d’humilité et de respect”. La claque est violente, avec un sentiment de “grandeur” jugé “anachronique” d’une Grande-Bretagne désormais qualifiée de “puissance moyenne en dehors de l’Europe”.

Des critiques sur le décor du ministère

Il y a beaucoup à apprendre, écrivent-ils encore, de la Norvège, du Canada ou du Japon, des pays selon eux comparables au Royaume-Uni actuel. C’est là que, selon les signataires de ce texte, se situent les futurs partenariats fructueux.

Le texte, qui a été repris dans de nombreux titres de la presse britannique, dont la BBC et le Guardian, critique jusqu’au décor du ministère des Affaires étrangères et propose de moderniser les locaux. Les auteurs préconisent ainsi “moins d’images de l’époque coloniale sur les murs”. Ce ne serait pas uniquement un symbole, mais aussi une manière de montrer que le Foreign Office regarde devant pour ne pas être “élitiste et enraciné dans le passé”.

BK Man Exiting Vehicle Struck, Killed By Hit-And-Run Driver: NYPD

BROOKLYN, N.Y. — The 57-year-old Brooklyn man who was killed in a hit-and-run crash as he was stepping out of his car in East New York Friday has been identified, authorities said.

Police officers responded to the crash at about 5:54 a.m. at the intersection of Wortman Avenue and Georgia Avenue, an NYPD spokesperson told Patch.

An initial investigation found Thechelet Babin, of Prospect Lefferts Gardens, was struck while exiting his car by an unknown vehicle traveling eastbound on Wortman Avenue as the vehicle crossed over the solid double-yellow center lines, police said.

Medics pronounced Babin dead at the scene, police said.

No arrests have been made at this time and an investigation remains ongoing by the NYPD Highway District Collision Investigation Squad.

Concord Cops Investigating Robbery, Kidnapping Incident At Gas Station

CONCORD, NH — Concord police spent several hours on Tuesday morning investigating a robbery report at the Gully Hill Shell gas station on Loudon Road.

Around 2:30 a.m., while officers headed to 15 Pitman St. for a domestic incident, one reported speaking with a person who was handcuffed in the area of North Main and Centre streets, reporting they had just been robbed at the gas station.

Officers converged on the area, not knowing if weapons were involved or if the suspect was still inside the store. The first arriving officer reported finding a pillowcase at one of the gas pumps. The suspect was described as wearing a black sweatshirt and a black mask.

One officer warned another, before touching the handcuffs, to check for any noticeable fingerprints, according to scanner chatter.

Police set up a perimeter around the building, reporting a single vehicle at the scene and a vehicle at the El Rodeo restaurant nearby. A K-9 from Bow was also requested. Officers began searching the area, including behind the Everett Arena and the bus depot, to see if there was anything unusual.

The K-9 unit was sent into the store, and police confirmed the building was clear at 3:15 a.m.

The station manager, who lives out of the city, was requested to the store. About 15 minutes later, New Hampshire State Police also brought in their K-9 to track the suspect and launched a drone to check the area. An officer also checked the field area, noting deer in the field.

The K-9 tracked the scent of the suspect parallel to Loudon Road toward Fort Eddy Road.

Around 4:30 a.m., police and the K-9 headed back to the gas station.

At around 5 a.m., after other store employees arrived, an officer eyed video surveillance footage from the store. The suspect was described as a man in a black jacket with a black hat, black pants, and black boots. Another officer stated the suspect appeared to return to the store to grab more items and then dropped items along the way.

At 6:45 a.m., police dispatch told officers in the field the clerk’s cell phone was pinged in the area of South Main and Pillsbury streets. Suspect photos were also shared with officers. State police also brought their K-9 and drone to Gas Street.

About 15 minutes later, police spoke to a witness in the area who told them he saw another man, known to police, on a bicycle, and he was wearing a black jacket.

Around 7:15 p.m., state police cleared the area of the field on Loudon Road where it has been searching with a drone. Other troopers also left to go to Bow where a major crash between a vehicle and a motorcycle was reported on Route 3A near Robinson Road. Just before the crash, a police officer in the area of Grandview Road reported almost being struck by a speeding motorcycle heading south on Route 3A.

At just before 9 a.m., a be-on-the-lookout call was issued for the suspect, who was wanted on robbery and kidnapping charges. The suspect was described as a white man wearing a black Carhartt jacket. The suspect was also accused of stealing the store clerk’s cellphone. The clerk’s cell phone was pinged and picked up in the Gas and South Main streets area — near a major homeless camp.

Concord police were also searching areas around the Everett Arena at post time. It is unknown if that activity is connected to the robbery and kidnapping investigation.

Inaction climatique : la Suisse condamnée par la Cour européenne des droits de l'homme, une première pour un Etat

Des décisions particulièrement attendues par les acteurs de la lutte contre le réchauffement climatique. Mardi 9 avril, la Cour européenne des droits de l’homme (CEDH) a condamné la Suisse pour violation de la Convention européenne de sauvegarde des droits de l’homme, donnant raison à une association de femmes âgées qui attaquait l’inaction du pays face au dérèglement du climat. C’est la première fois qu’elle condamne un Etat pour son manque d’initiatives sur ce plan.

Cette requête était portée par les Aînées pour la protection du climat, un collectif de 2 500 Suissesses de 73 ans en moyenne, qui pointent les conséquences négatives sur les conditions de vie et la santé de l’action insuffisante de leur pays. “La Cour a reconnu une double violation : de l’article 8 [de la Convention], sur la vie privée et familiale et de l’article 6, sur le droit accès à un tribunal”, relève pour franceinfo Christel Cournil, professeure en droit public spécialiste des actions en justice sur le climat. “La Cour reconnaît que la demande est légitime, ainsi que le fait que la Suisse n’est pas à la hauteur de ses engagements devant l’article 8.”

Deux procédures visant la France rejetées

La CEDH a, en revanche, jugé irrecevable la requête de l’ancien maire de Grande-Synthe (Nord), Damien Carême, qui lui demandait de faire condamner l’Etat français pour inaction climatique. Il pointait notamment le risque de submersion de sa commune, sur le littoral de la mer du Nord.

En 2019, il avait déjà, en son nom propre et en tant que maire, saisi le Conseil d’Etat pour “inaction climatique”. La plus haute juridiction administrative française avait donné raison à la commune, mais avait rejeté sa demande individuelle, l’amenant donc à saisir la CEDH. L’ex-élu, candidat aux élections européennes sur la liste de La France insoumise, n’a pas été reconnu comme victime, notamment car il ne réside plus en France.

Off-Duty Police Officer Arrested On Assault Charges In Brooklyn: NYPD

BROOKLYN, NY — An off-duty NYPD officer was arrested and charged with assault and harassment in Brooklyn Sunday, authorities said.

The 33-year-old police officer was arrested in the 61st Precinct (which covers Sheepshead Bay, Kings Bay, Manhattan Beach and parts of Gravesend) at about 3:50 p.m., police said.

A NYPD spokesperson confirmed officers responded to a domestic incident involving the officer and his wife. The spokesperson declined to disclose further details on the incident.

Farmingdale Gets $1M Grant For Water Treatment

FARMINGDALE, NY — Farmingdale Village received a $1 million grant for the treatment of 1,4-dioxane levels in its water supply from Nassau County Legislator John Ferretti, the village announced.

The money is funded by the American Rescue Plan Act (ARPA) and is meant to help improve communities in public health, negative economic impacts, water, sewer, broadband infrastructure, natural disaster relief and other emergency situations.

“This check will specifically help the village in the $18 million upgrade to the water treatment system and removal of 1,4-dioxane and other contaminants,” the village wrote.

The 1,4-dioxane in Farmingdale Village water is below the limit of 1 part per million, Mayor Ralph Ekstrand said. However, the Claremont Polychemical plume from Old Bethpage is continuing to move closer to the village and is expected to reach its water supply within a year, Ekstrand said.

“We’re building our $20 million filtration plants knowing what our levels are and monitoring the wells in Bethpage State Park knowing [the plume] will get here within the next year,” Ekstrand told Patch.

The Claremont Polychemical site is where pigments for plastics and inks were produced, with the facility operating from 1966 to 1980, according to the United States Environmental Protection Agency. Facility operations contaminated soil, groundwater and a building with volatile organic compounds, according to the EPA. The site’s long-term cleanup is ongoing.

Farmingdale Village plans on installing an advanced oxidation process (AOP) treatment system, as well as a granular activated carbon (GAC) treatment system. There will also be associated site improvements to accommodate these new systems.

“This will improve not just the public health of those in the Farmingdale Water District, but also help improve the water infrastructure and make the system more efficient,” Ferretti said.

One of the three wells is already installed, Ekstrand said. The village is waiting for the Nassau County Department of Health to green light it. The other two, the mayor said, will be ready in spring 2025.

“Farmingdale water has never been contaminated and still is not contaminated, but we know that it will be, just like every well on Long Island will be contaminated and have to be filtered,” Ekstrand said.

Farmingdale Village has never had to filter its water, the mayor said.

“Unfortunately, in the next one to two years, we will be contaminated if the plume moves as fast as the monitoring wells the state put in are showing, and we will eventually have to filter. It takes a year and a half to two years to build and start up a filtration plant. So I can’t just say, ‘OK, we’re not going to do anything until we get contaminated.’ That would be irresponsible.”

Farmingdale Village, while in the line of the Claremont Polychemical plume, cannot be hit by the Grumman plume, Ekstrand said, noting that plumes flow in a five o’clock fashion and the village is at three o’clock from the old Grumman site.

16 CPR & First Aid In Youth Sports Training Kits Donated In Howard Co.

HOWARD COUNTY, MD — More than 350,000 cardiac arrests happen outside of the hospital setting every year. More than 23,000 children suffer cardiac arrest annually, with nearly 40% happening in conjunction with sports-related activities. CPR, especially if performed immediately, can double or triple the chance of surviving cardiac arrest, experts say.

On Friday, the Maryland State Youth Soccer Association received 16 CPR & First Aid in Youth Sports training kits courtesy of Wegmans to help coaches and others know the life-saving skills of CPR and how to use an AED. The kits were presented at the Columbia Wegmans store. Each kit can train approximately 300 people per year.

“Too often, when a person – including a young athlete – suffers a cardiac arrest outside the hospital, they don’t get the help they need to survive,” Tracy Brazelton, executive director of the American Heart Association, Baltimore and Greater Maryland division, told Patch. “Knowing how to respond and being confident in how to respond during a cardiac emergency can literally be the difference between life and death.”

MSYSA Executive Director Greg Smith thanked Wegmans and the American Heart Association for making the CPR & First Aid in Youth Sports Training Kits available to the local soccer community.

“We are excited to work with our amazing affiliate clubs over the coming months to use these
kits to train thousands of people adding critical lifesavers to the local chain of survival,” Smith
said.

États-Unis : nouvel incident sur un Boeing 737

Grosse frayeur pour les passagers d’un Boeing après qu’un morceau du capot moteur se soit détaché. “J’ai entendu quelqu’un dire ‘il y a un souci avec l’avion’. C’est juste un homme qui a dit ça. Je me suis demandé si c’était grave ou pas et puis une autre dame a dit ‘il faut faire demi-tour’”, explique une passagère. À bord de l’avion : 135 passagers et six membres d’équipage. Rapidement, le pilote contacte la tour de contrôle. L’incident s’est produit dimanche 7 avril au-dessus de Denver. Après avoir fait une boucle, l’appareil s’est posé sans encombre à l’aéroport.
